Anthony Price is a sneaky, sneaky author. I finished this book and went "Huh?" and then re-read pieces and realized that the clues were there the whole time and that the protagonists were looking for the wrong targets, for the wrong reasons and because the opposition wanted them to be there.

And it all made sense.
