In The Winter Queen, we meet Fandorin, a young, lowly police clerk/detective with the instincts of a Sherlock Holmes, except the story takes place in Russia in the 1870s and Fandorin has a much more expressive personality. Fandorin is new on the job and both he and his employers are only beginning to recognize his talents. He is thrust into what at first seems to his superiors to be a simple case of suicide, but he immediately suspects there is more to the story, and then much more. He is awkward and fumbles is in his actions, but, of course, we know his intelligence and reasoning will solve the case. Eventually. I'll just say that Fandorin goes from Moscow to England to investigate, just to give a hint as to the breadth of the matter, and leave it at that.
